This refers to the real working culture of "KWSB's Tax Collection and Water-Supply System" exposed by Ms Rukhsana Zuberi through the Daily Business Recorder dated 10th January 2005. It is astonishing, even after a lapse of one month's considerable period, that the MD--KWSB has, so far failed, to answer the questions pin-pointed in the said column.

Complete silence on the part of the KWSB, shows its acceptance of the system's faults exposed in the letter indicating KWS B's further intentions to carry-on with the same defective policies to cause inconvenience to millions of consumers without any plan for the future improvement in their below standard services.

Installation of the water reading meters in water supply-lines to various houses and flats complexes, genuinely demanded by millions of Karachiites, has not yet started anywhere in the whole of Karachi and water-consumers paying regular taxes to the KWSB, are going to receive yet another Water Bill for the next fiscal year 2005-06 without the provisions of meter readings. It will be in disregard of the actual supply of water by the KWSB and its real consumption by taxpayers.

Therefore, short-supply of water for only 2-3 hours a day on alternate days of the week and even no water supply on days, is likely to continue. Further exorbitant water-charges based on mere assumptions on quantity of water supply, without practical supply and recorded consumption shall continue to prevail whether consumers get water or not the sewerage service with the worst prevailing conditions also remains unchanged without any improvement so far.

Such gross mismanagement, lawlessness and unsystematic conditions of the services by the KWSB itself, are the root-causes of instigating "Tax-Evasion" among the many consumers, the responsibility of which solely rests with the KWSB.

However, the fact remains, that many law abiding citizens paying regular water tax whether or not they get the water, are the ultimate sufferers and the KWSB must ensure them due water supply without fail and without water-cuts.

While the MD-KWSB is supposed to answer all the queries raised by Ms Rukhsana Zuberi, all concerned authorities in the Provincial and Federal Government are requested to initiate the soonest possible installation of water reading meters at the main source of water-supply for recording its actual supply and justified billing to Karachiites in the larger public interest.
